Overview
The training on Multi-hazard Risk Assessment was organized by the Philippine Space Agency (PhilSA) in collaboration with UN-SPIDER and APCICT on 22-24 April 2026 at the Philippines Statistics Authority (PSA) Headquarters in Quezon City, Philippines. Multi-hazard risk assessment plays a central role in strengthening disaster risk reduction planning by supporting improved decisions on land use, investment prioritization, preparedness actions, early warning, emergency response, and recovery. The workshop aimed at building capacity of government officials from departments and agencies responsible for disaster management, contingency planning, and resilience building on hazard assessment, risk mapping, vulnerability and risk assessment concepts.
Training Agendas
Dr. Manzul K. Hazarika, Director of GIC and Ms. Salsabila Prasetya, Research Associate at GIC, served as resource persons for the training. Dr. Hazarika presented “ICT for Disaster Response” while Ms. Prasetya introduced the cloud-based platform called RiskChanges platform on the first day. The participants were given hands-on demonstrations to perform risk assessment using RiskChanges covering followings:
- Hazard assessment, elements-at-risk mapping, vulnerability assessment, and risk analysis.
- Retrieve spatial data required for risk assessment and generate risk maps for risk-informed decision-making.
- Understand how risk changes when risk reduction alternatives are adopted and have insight into how a risk assessment could be carried out, considering future scenarios.
The training was attended by 30 participants representing more than 10 government agencies from the Philippines. The workshop combined expert lectures with hands-on practical sessions, drawing on the applied training experience and technical tools contributed by GIC and ITC.
